Resize Handle

The drag handle on the edge of a pixel-width rail — the chat conversation list and the ad library rail. It owns the pointer drag, the keyboard steps (arrows ±16px, Home/End, Enter to reset) and the separator semantics; the caller owns the width and decides where it is persisted. Pixel widths, not a percentage panel group, so a rail keeps the width the user chose when the window changes size.
